Frequently asked questions about the fishing permit

Short answers to what anglers ask us most often about permits.

Can I fish with the ANADSPA (formerly ANPA) permit on the association's lake?

Not on its own. On waters contracted by an association you also need its permit. The ANADSPA permit is the base, the association's permit is the “ticket” for that water.

Is the Cluj association's permit valid in Bistrița?

Only if the two associations have a written reciprocity agreement. Under MADR Order no. 260/2026 (art. 2), a permit issued by one association is also valid on other associations' waters only on the basis of reciprocity, meaning a written agreement between them, without exceeding the number of anglers the zone can support; there, the rules of the association that holds the water apply. Many AJVPS have such agreements, but not all -- ask your association before you travel.

Do I have to print the ANADSPA permit?

No. The PDF with the QR code on your phone is enough when checked. A printed copy helps if your battery or signal runs out.

I lost it / I changed my phone.

Log in to your account on the ANADSPA portal and download it again; issued permits stay in your account history.

I fish from the bank in the Delta. Do I still need an access permit?

Yes. Within the reserve you need the ARBDD fishing permit (free) and the access permit, whether you fish from the bank or from a boat; the boat has its own separate permit.

Can I fish on the Danube at Galați with the ARBDD permit?

No. Outside the reserve the ANADSPA permit applies. The reserve's boundary is upstream of Tulcea (Cotul Pisicii / Ceatalul Chiliei); on the water's page, the “Permit” row shows ARBDD where it applies.

I have the association's permit. Do I still need the ANADSPA one?

Yes, as a rule associations require it as a basis when issuing theirs, and ANADSPA can ask for it separately when checking. It's free, so get it.

I fish on a mountain river managed by Romsilva. Do I also need the AJVPS permit?

No, only the forestry directorate's (plus ANADSPA). Each section has a single manager; RoFish shows it on the water's page.

What do I do if I catch a sturgeon?

Release it immediately and carefully. Keeping, transporting or selling sturgeons from natural waters is a criminal offence (6 months - 3 years in prison).

Can I fish during the closed season if I release the fish?

No. During the closed season there's no fishing at all on public waters; catch & release fishing is also penalised. Exceptions: specially authorised competitions and private lakes, which aren't covered by the general closed season.
